Using the following set of weapons will give you the best chances against the end-of-level baddies beyond Level 9-1. Here goes:

DRAGON  --  Quick Boomerang
CRAZY CANNON  --  Metal Blades
GUTS DOZER  --  Bubble Lead
MONSTERS ON WALL  --  Crash Bomber
DR WILY'S MACHINE  --  Metal Blades
DR WILY  --  Bubble Lead
